Overview

 

Cardinia Shire Council is seeking Expressions of Interest of Mobile Food Traders who are interested in operating at Officer District Park.   Officer District Park is a large, newly developed space that attracts young families and fitness enthusiasts year-round. With no existing food or beverage outlets in the surrounding streets, mobile food traders have a fantastic opportunity to meet local demand and establish a strong presence in a high-traffic, underserved location. 

These permits will be valid for a 12-month period from 21 October 2025 to 20 October 2026, with trading permitted 7 days a week and mandatory weekend operation. 

The intention is to offer a 12 month permit. Following a review at the end of the first permit, a further permit may be considered in the future. 

If successful, Mobile Food Traders  will be able to operate from the allocated location within the designated area at Officer District Park.  

To operate at Officer District Park you will be required to hold a valid Roadside Trading Permit.  There will only be 3 permits issued for Officer District Park, and any additional trading onsite will not be permitted.  

Application

To apply and be considered, you must:

  • Own and operate a Mobile Food Trading business, which includes vans and trucks 
  • Provide copies of relevant registration, licenses, certificates and documentation as part of the application process 
  • Provide FoodTrader registration.
    • FoodTrader is for the use of temporary and mobile food businesses or community groups in managing their food safety obligations. 
    • In Victoria, all organisations or individuals that prepare, sell or serve food are regulated by local councils under the Food Act 1984 (Food Act). 
    • All food traders are required to apply for registration or notification under the Food Act 
    • Only applicable to successful applications. 
  • Provide a suitable receptacle for the disposal of rubbish. 
  • Available to trade on both Saturdays and Sundays 

Applications will be reviewed by a panel and will be assessed against relevant criteria. 

Successful applicants will be contacted directly by in September 2025. 

 

Permit Details

  • Location: Officer District Park, Lansell Avenue, Officer 3809  
    • Mobile Food Traders area, site non-negotiable  
  • Trading Hours: Sunrise to sunset  
  • Mandatory Trading: Saturdays and Sundays (weather permitting)  
  • Victorian School Holidays: Minimum hours 10am–3pm daily  
  • Permit Duration: 12 months (non-transferable) with review to rollover 
  • Permit Type: Site-specific Roadside Trading permit  
  • Furniture & Signage: Restrictions apply; no additional furniture permitted  
  • Waste: Provide a suitable receptacle for the disposal of waste. 

Hours of Operation

Permit Holders agree to trade every Saturday and Sunday, with the exception of unfavourable weather conditions. 

At a minimum, the permit holder agrees to trade 10am – 3pm each day of the Victorian School holidays, and weekends with the exception of unfavourable weather conditions (conditional over winter break) 

In the event of extreme weather conditionsincluding but not limited to Total Fire Ban days, high fire danger ratings, or severe stormstrading operations at Officer District Park will be subject to direction from Council officers. All mobile food operators must comply with instructions issued by the Parks Placemaker or other authorised Council representatives, in line with Cardinia Shire Councils Climate Change Adaptation Strategy and public safety protocols. 

Permit Fee

If successful with your EOI application, the permit to operate inside the Officer District Park site is $15.408 and valid 21 October 2025 - 20 October 2026.

Permit fees are payable as follows:

$3852.00 upon acceptance of offer

$3852.00 by 30 November 2025

$3852.00 by 28 February 2026

$3852.00 by 30 May 2026
