Cardinia Shire Council is seeking Expressions of Interest of Mobile Coffee and Ice Cream vendors who are interested in operating at 4 sites within Cardinia Shire.
These permits will be valid 1 December 2025 – 1 February 2026 with trading permitted 7 days a week and mandatory weekend operation.
The 4 sites are;
Emerald Lake Park (coffee & ice cream) –Emerald Lake Park and Nobelius Heritage Park in Emerald is home to significant trees and heritage landscapes with beautiful gardens, exotic ornamental trees, lakes and bushlands. The park is popular for walking, playing or a picnic, visit the wading pool in the summer months or travel on Puffing Billy
Deep Creek Reserve Pakenham (coffee only)
Deep Creek Reserve in Pakenham is one of Cardinia Shire’s exciting regional outdoor spaces. It features scenic trails and boardwalks around wetlands, an all-ages and all-abilities Eco Play space and water play area, as well as BBQs, shelters, and public toilets within an enclosed playspace, making it a popular destination for families and community gatherings.
Following the closure of the Pakenham Golf Course including the café and bistro on 1 April 2025, there is a unique opportunity to provide a coffee service over summer to the many visitors who continue to enjoy the reserve.
The Eco Play space, wetlands, kickabout area, CEC nursery, and public toilets remain open and well-used by the community. Council has completed a feasibility study and community consultation on the future use of the golf course, with next steps expected to be communicated at a Council meeting in late 2025.
Dragon Park, Lakeside, Pakenham (ice cream only)
Dragon Park surrounds Lakeside Pakenham Lake with an easily accessible shared path around the perimeter of the lake, it makes for easy walking or cycling. The playgrounds suit all ages, with BBQ’s, shelter and toilets available at this site.
PB Ronald Reserve, Pakenham (coffee & ice cream)
The PB Ronald precinct is a popular hub of activity with a range of play equipment to suit all ages, skate park and large open space to run free or enjoy a picnic. In summer, the Pakenham Outdoor Pool will be open for patrons to cool off.
Following a review at the end of the permit period, a further permit may be considered in the future.
If successful, Mobile Traders will be able to operate from the allocated location within the designated area at the four sites listed within this application. Please note, the application is for trading at one site only.
To operate at any of the sites listed within this application within Cardinia Shire, you will be required to hold a valid Roadside Trading Permit. Additional trading onsite will not be permitted and the permit is non transferrable across sites.
